Description: Speech given in 1898 by Andrew C Tynan to the residents of New Kilmainham and Clondalkin whilst canvassing for election to the then Dublin County Council. Proposals included are: Compulsory Education in Rural Districts, Technical Education, Free Reading Rooms and Local Libraries and the amendments to some acts of Parliament. Andrew Tynan lived in Whitehall, Clondalkin and was the father of local author, poet and Celtic Revivalist Katharine Tynan.
